At V5R2 the %DEC and %INT BIFs, (amongst others) have been enhanced to
allow character strings to be converted to numeric values.

Prior to V5R2, the most common methods were to use overlaid zoned/character
subfields in a Data Structure, or use the atol library function provided
for the C-language.  (C library functions are provided within base OS/400,
accessible through the QC2LE Binding Directory.)
