I thought it when either in Factor 1 or as the second part of Factor 2:

C   *ALL   CLEAR   RCDFMT

Or

C          CLEAR  RCDFMT:*ALL


I've got a note into the author of that opcode (who know works at
Microsoft) to verify my aging memory. :)

How did you specify it?  In RPG III the format name goes in factor 2,
not the result field.  Where did you put the *ALL?

RPG IV made room for it in factor2 by moving the format name to the
result field.
