It was?  Here is a link to the V4R5 manual page for CLEAR, which I believe is
the last version available in HTML format on the web:

No mention of *ALL.  And while you can name a record format, it says in part:

  "Note that when the CLEAR operation is applied to a record-format name,
   only output fields in the record format are affected.  ...  Input-only fields
are not
   affected by the CLEAR operation.  By definition, they assume new values at
   the next input operation."

This same verbage is in the V5R2 version of the manual in PDF format.
