You'd think DDS would figure out that an I (int) datatype would have

Yes you can.

I think it was in V4R5 that 18B was added to DDS.  RPG didn't add an 18B
type - in externally-described files and DS, these fields map to a 20I,
without having to code EXTBININT(*YES) in the H spec.  DDS doesn't allow
non-zero decimals for the 18B type.
