in what context do you want to use the result?  *CATing to another string?
I'm not sure it's possible or practical to do so in cl.  I would create a
generic rpg program that concatonates parm1 with parm2 giving parm3, and
wrap it in a command that allows return a return variable value for parm3.
by wrapping it in a command, you don't have to worry about the length of
your variables - as long as the command and the rpg pgm match, the CL var
lengths are less than or equal to that.
