I prefer logical files if I can use it in more than one program and/or that
program is used at least once a day.

You can use OPNQRYF if you only need to read data in sequence.
With OPNQRYF, a temporary index will be created for you.

If you need to read the data randomly, definitely create a logical.

Since, the program is only run once a month there is no great need to create
a logical file.
