this is what i did:

c                   eval      CBDATE = '0' + %trim(CBDATE)
c                   end

c                   if        %subst(CBDATE:5:1) = '/'
c                   eval      CBDATE = %subst(CBDATE:1:3) + '0' +
c                                      %subst(CBDATE:4:4)
c                   end

c     *mdy/         move      CBDATE        $CDate

only 4 extra lines of code lines of code (not counting end statements :)
