I've stayed out of this so far, but I see that no one else is going to
mention it, so here it goes....

IBM _has_ provided the management tool(s) which you're asking for. There are
two optional (read chargeable) features of the Application Development
Toolset called:

1) Application Development Manager/400.
2) Application Dictionary Services/400

I don't use the Development Manager because I find I can manage just fine
with the base tools for ILE, but I have used the Dictionary Services for
years now, and have found that option to be well worth the extra charge.
