These are really just relative estimated amounts.  We bumped up the
amounts a but on purpose this time to try to get you to make some
hard choices.  That is, for most people, you probably can't vote for
all the items you really want, so you really have to work hard to
prioritize your requirements.  Basically, this is an attempt to make
the process a bit more realistic.
