There shouldn't be a difference between III and ILE, except for the
activation group.  Others can probably better explain it, but I'm guessing
that's probably the reason for your problem.

The underlying problem though, is that somewhere else in your job stream,
you've read that record for update, and it is locked.  Why it worked
before, i don't have an answer, but the fact remains that the record is
locked, and i would direct my efforts to finding out where and modifying
your code to release the record when appropriate.
