Actually the error message is generated in the calling program, not the
called program, so the CLP being called never has a chance to check for the
error.

I believe if you attempt to execute the RTV programs directly instead of
through a command an error would be generated indicating insufficient
numbers of parameters were passed without ever executing a statement in the
RTV program.  In fact, I get message CPD0172 when I attempt to execute
TAADATDC with only the first parameter.

Of course, we are on V4R1 here and the rules may have changed in later
releases.

It does, which is what the MONMSG is for. :)   In the case of RTVxxx type
programs with optional parameters, you'd just ignore the error.  What you do
in other styles likely depends on what the program is trying to accomplish.
