RE: Debug Mode.

I looked at the QUSRJOBI api. No debug information there.

I don't think the _program_ runs in debug mode; rather, the job is in debug
mode.  DSPDBG will tell you if the job is in debug mode or not.  Perhaps one
of the debugger APIs will answer the question 'is _this program_ being
debugged?'
