Yes, you're right but having a full blown pre-processor has the advantage of
being able to 'expand' a single CRTPRTF command into several commands:

A* @PRE ADDLIBLE DEVLIB
A* @PRE ADDLIBLE FILELIB
A* @CMD ALIGN(*YES)
A* @CMD FORMTYPE(BILLS)
A* @POST GRTOBJAUT xxx *PRTF QUSER *USE

becomes

ADDLIBLE DEVLIB
ADDLIBLE FILELIB
CRTPRTF xxx ALIGN(*YES) FORMTYPE(BILLS)
GRTOBJAUT xxx *PRTF QUSER *USE
