                        DO WHILE
                        DO TO x BY y FOR z

which gives you all the loop constructs you'll ever need.  Rexx is
cross-platform (VM, MVS, OS/400, OS/2, Winslop -- and ObjectRexx exists on
OS/2 and Winslop).  Rexx is free.  Rexx is on every AS/400 since (at
least) VRM130 -- so for over 10 years.

The only thing Rexx is missing is decent file I/O and even that can be
added programmatically.
