I have both a 4.5 and 5.1 system.

On the 4.5 system, the CPP for CRTBNDRPG is QRPGLE/QRN4CPP with a product
library of QRPGLE

On the 5.1 system it is QDEVTOOLS/QRN4CPP with a product library of
QDEVTOOLS

Do you maybe have a customised version of the CRTBDNRPG command that was
copied from the IBM supplied command at 4.5 that you are now accessing on
the 5.1 system and therefore with the wrong product library and CPP library?
