Okay, I think I missed this part.

You do not actually have the stream file on the AS/400 but located on a PC
somewhere, and all you have is a link to it?  Is that a PC type link such as
MyShortcut.lnk ?

I don't' rightly know that the AS/400 can read files not on it's DASD
somewhere.  I don't think that the AS/400 can read PC shortcut files.
Although there may be some new weird way to read PC files from an AS/400 I
haven't heard about yet.  I don't know if anyone has done a Samba port to
the AS/400 yet.

You may need to get the file to the AS/400 somehow.

You wouldn't describe the stream file in RPG; it's a stream of bytes.  It
has no innate "layout" like a QSYS.LIB file does.  How are you reading the
directory if it isn't on your iSeries?  Generally I would say that if your
program can read the directory it can do an open() on the file.  If that
doesn't work in this instance, perhaps you could you describe the
environment a bit more to help us understand your requirements better.
