Eric said something that bears repeating:
*NULL is not a value.  It is an attribute.

An amount field can contain 12.95 AND be *NULL at the same time.
You need to check for nullness before you use the field.

CREATE TABLE SQLSAMPLE (FIELD1 CHAR (1))

h alwnull(*usrctl)
fsqlsample uf a e             disk
f                                     rename(SQLSAMPLE:record)
c                   eval      %nullind(field1) = *on
c                   eval      field1='x'
c     field1        dsply
c                   write     record
c                   eval      *inlr = *on

Put this in debug and see what the value of field1 is in the program, then
look at the file for another unpleasant surprise.
