Well I solved the mystery a few days ago.
The parameters were all numeric. It appears that isdb does not require
quotes around them as our CL program was expecting them, but calling the CL
program does.

It all depends on what the "C" user-defined option does.  And your F18 "run
in batch" selection.  Challenge your assumptions.  Every time you think "x
is THIS" you must check it rather than assume it to be true.  That's the
only way to decipher the inscrutable that I know of.
