Many moons ago (but still in this present life) I had a similar
requirement.  The report was duplexed, but at a specific control break,
I wanted to start on a new physical sheet of paper.
The printer involved  was an Anzac 3017 (an HPLJ 4si with a twinax card)
and had a proprietary command language called AAPF.  What you need (and
what AAPF had) was a command that tells the printer "eject sheet".  Note
that the "eject sheet" command is different from a "start new page"
command.

If there is no "eject sheet" command, I think you're stuck counting
even/odd page numbers within the customer, and if necessary, printing a
blank page to make it come out right.  If this is the case, beware of
releasing the printout to start at somthing other than page 1. <g>
