SourceForge GeoTools (http://geotools.sourceforge.net/) has a set of Java
classes for reading DBF files:

This should allow you to copy your DBF file up to the IFS, and then access
it directly from a Java program running on the AS/400.

There's also a Type 4 DBF JDBC driver available here:

I think Microsoft has one as well, but I don't know anything about it.
There are also a couple of commercial products, such as XBaseJ.
