2) no OVRDSPF
3) not sure what ICF is

 display file and program exist in my library list.
 the display file is compiled first and succesfully and then the
 program is compiled with my lib first ****

Several things to look at:
1) Is the failing program running in batch?
2) Is there an OVRDSPF that's affecting this job?
3) Is there an ICF file involved?
