To match the functionality of the original code, you'd need to add

    Other;
     Memo = *blanks;

and for completeness, it should probably have

     Pono = *blanks;

as well, i.e.

>          Memo = '* CREDIT';
>          PoNo = *Blanks;
>         Where CM='DM';
>          Memo = '* DEBIT';
>          PoNo = *Blanks;
          Other;
           Memo = *Blanks;
           PoNo = *Blanks;
