If you look at the context of the thread, the reference was to a programmer
placing an ITER inside a DOW loop with a READE at the bottom of the loop:

        Setll   file
        Reade   file
        Dow     %eof( file )
        .
        .
        (Programmer adds code here)
        If      field = 'X'
        ITER
        Endif
        .
        .
        Reade   file
        Enddo

If you place an ITER inside such a loop with a read at the bottom, there is an
obvious problem.  It is not that ITER does not work with DOW, but that ITER does
not work well with a read at the bottom of the loop...
