This sounds more like a security problem than a trigger issue (yeah I know,
I ASSUMED so shoot me down :))

What would happen if you were to do something like alter the maintenance
program to adopt owner authority and restrict authority to the files
needing update to only the owner - everyone else has read authority.

Just a thought
