Your CLLE and RPGLE are probably running in different activation groups and
the default open scope for OPNQRYF is *ACTGRPDFN.  This is also the default
on the OVRDBF command also.  Either both programs must run in the same
activation group or the scop on these commands must be changed to *JOB.
