Here is the current status of my nightmare.

My printer file is 258. I have 207 bytes of data in FLD1. I have taken
Scott's advise and changed my device description -

                    TRANSFORM(*YES) MFRTYPMDL(*WSCST)
WSCST(*LIBL/QWPDEFAULT)

  UPRINT
                         '^FO60,830'
                         '^BY4^B7N,5,6,6,40,N^FD'
                         '[)>'
                         '_1E'
                         '01'
                         '_1D'
  FLD1
                         '_1E'
                         '_04'
                         '^FS'

Now the program will compile and I can send the label to the printer but the
data light remains on. The label won't print until I send another label to
the printer - and still no PDF417
