This is not unusual behaviour. In the past, if the program existed,
regardless of the replace parameter, the existing object was used to model
the new objects authority. If it was *OWNER, then the new object is *OWNER
regardless of what the programmer specified on the command or in the header
spec.

This could be seen in the low level messages, one of which stated that the
parameter was ignored.
