There's no PTF since there was nothing to "fix".  %CHAR in V4R2 works
as originally intended.  At the time, it was deemed sufficient that
numerics could be converted to character using %EDITC or %EDITW.

However, later we did agree with the suggestion that %CHAR should also
support numeric, and so we enhanced that built-in function in V4R4.
(Likewise, further enhancements were added to %CHAR in V5R1.)
