The Original Program Model (i.e., the RPG III runtime environment) was
very efficient compared to ILE (the Integrated Language Environment)
when running on the old AS/400 CISC boxes.  Even the original RISC boxes
didn't offer much in the way of performance for ILE-based programs.  On
the PowerPC boxes and today's new iSeries systems, ILE programs are as
good or better than OPM programs in perceived performance. Whether or
not they are more efficient is something the compiler writers would have
to answer.
RPG III only targets the OPM environment.
RPG IV only targets the ILE environment, but also has an OPM
compatibility mode in the DFTACTGRP(*YES) parameter.
If you have relatively new hardware or any iSeries box, the you won't
see a performance loose in moving to RPG IV. Even with the addition of
activation groups, unless you have an overloaded system you will see, I
believe, an overall improvement in performance and greater programmer
productivity.
