Chris, it depends, partly on what kind of program it is,
and partly on what you mean by "clear".  (I think you mean
"release".)

If it's RPG III or RPG IV with DFTACTGRP(*YES), the memory
is released for other programs to use if you do RCLRSC with/from
the correct call level.  Otherwise its only released when you
call it again and it ends with LR on (or it ends with an exception).

If it's RPG IV running in an activation group, the memory is
released when the activation group is reclaimed.

If you're wondering when the memory is reinitialized, it's when
the main procedure of a module (not a program) is called after
LR was on the previous call.
