From ILE RPG for AS/400 Reference (V4R4)

4.1.1.7 %EDITC (Edit Value Using an Editcode)

     %EDITC(numeric : editcode {: *ASTFILL | *CURSYM | currency-symbol})

Various samples follow.

I believe you want to use:

C Eval CharDollar = %editc(Dollar: 'P')

From what I see, though, 0 will give you problems, and not sure how to
tell it to use 2 decimal positions. Probably something like:

C If Dollar = *Zero
C Eval CharDollar = '0.00'
C Else
C Eval CharDollar = %editc(Dollar: 'P')
C EndIf

but still may have to play around with adding the extra 0's on the end if
needed (I.E. $123.40 would come out '123.4')

Maybe someone else has more insite.
