In ILE, programs are not "loaded" or "removed" from memory.
Some ILE control structures are initialized when program is first touched,
and are scoped to activation group. Now if activation group is still active
but program has changed (for example, *DFTACTGRP, which is reclaimed ONLY
at signoff), then these control structures may point to wrong places -
hence exceptions.

Morale - do not use *DFTACTGRP and always reclaim activation groups
(non-*DFTACTGRP) before changing ILE program (or service program).
