My guess is that when you compiled the program you accepted the default
value for the Commit parameter (*Chg) and that the file in question is
not within a collection. 

Check the job log and see if you have a messages CPF4328 followed by
SQL7008.

If so, then you either need to set things up properly for commitment
control, or specify Commit(*None) when you compile the program.
