The ability to log onto your PC from anywhere is a function of the
operating system, not of pine.

A PC running a variant of Unix (such as Linux, FreeBSD, etc) allows people
to telnet into it, much in the same way as you can telnet into your
AS/400.

Then, you can run plain-text programs in the telnet window.   Pine is a
plain-text e-mail client, so it works in this environment.

See http://www.freebsd.org/ or http://www.linux.org/ for info on running
these operating systems.  

You can get pine for DOS/Windows as well -- but this won't help you be
able to log onto it from "anywhere", since DOS/Windows wasn't designed
to be able to do that.
