do not forget the activation group issue. I beleive that if the activation group is still present the files will remain open until the activation group is reclaimed.

Many things are dependent.
1)  Were the files truly opened by the program or OPNQRYF or some such
thing?
2)  Are you exiting from the program after you do the move, or are you
running this in debug and expecting the move to actually close the files?
3)  Are you opening the files under user control USROPN, or is the cycle
opening them for you?  (I am not sure if this applies).
4)  Are you sure it executes the move, or could the logic be bypassing it?

I thought that Move *On   *InLR will close files opened by the program?
Is it not true for ILE?  Files are being automatically open when program
starts but not being closed when at the end of the program.
