In the May 2001 issue of NEWS/400 there is an article titled "V4R5 CL Command 
Exit Programs".  I haven't read the whole article yet
but from what I have read, this is exactly what you are looking for.  The 
article says there is two exit point functions that are
part of it.  One is a retrieve exit point which retrieves the command string 
when the command is executed for tracking purposes.
The other is a change command exit point which can be used to change the 
function of a CL program.

If you do not have access to NEWS/400, the article says the exit functions are 
documented in "OS/400 Program and CL Command APIs
(SC41-4870)".  It also says you can get detail descriptions of the functions at:
