Build a data dictionary of elements (fields), items (ship to address) and
documents (invoice) This will determine your output format. For instance,
an invoice is made up of:
PO
  Customer ID
    Customer account (10)
    Customer buyer name (50)
    Customer buyer phone number...
  Ship to
    Ship to company (50)
    Ship to address...

Knowing the order and the sizes of each output field will allow you to
position data properly (you can use program described data and judicious
string manipulation.)

Do something similar for your input data. Build a file that maps the
input/length/data type to your output elements/items/documents.

Best of luck!
