As I mentioned earlier I suspect it is a side-effect of QMHSNDPM being written 
properly rather than a supported method.  Still, while it works ... :)

I do prototype the substitution data as CONST (because sometimes one might want 
to pump a literal value or named constant in) -- in fact any INPUT-ONLY 
parameter gets CONST unless I need to take the address using %ADDR in which 
case 
I'd use VALUE (but there are too many restrictions on VALUE to use it all the 
time) however I think I'd use *BLANK rather than '' or a named constant since 
the RPG-supplied figurative constant is just as obvious.

It's a style thing ... I simply prefer using *OMIT rather than *BLANK.  Hmm, a 
question for you:  If the substitution data parameter is defined as 

        D msgDta                32767   CONST OPTIONS(*VARSIZE)

and a *BLANK is passed will RPG IV pass 1 byte or 32767 bytes?  

I can feel an experiment coming on ...
