I can't say for certain that it causes your problem but the line:

C                   clear     *all          resourceDS

is a very dangerous one to use with a BASED DS unless you are 100% certain
(yeah right) that the calling programs _all_ define it as _exactly_ the
same size (number of occurrences an size of each).  You also have rows as a
5 digit field but it appears to be limited to 10 occurrences which makes me
nervous.
