Jim you can certainly use a PI/PR combination in conjunction with the
EXTPGM keyword to replace an entry plist, but it is not necessary just to
use optional parms.

If you use the %Parms built-in to test how many parameters were received
(and thereby avoid "touching" any that were not passed) then any RPGIV
program can handle optional parms.  The main benefit of the PI is that it
allows the PR that will be used in other programs to be validated, and
ensures that any parms passed as CONST (i.e. read-only) are not modified
within the code.
