Bob,
This is how I would do it...

You will need to install the AFP printer drivers for Client Access. 
Create a printer using an IBM AFP 600 printer and set it up to print
to a file.  Bring your logo up in most any graphics program (i.e. MS
paint) and print it using the newly created printer.  Choose the
properties/Options of the printer and select that the document type is
a Page Segment and print to a file.

On the AS/400 create a physical file with a record length of 32766 and
LVLCHK(*NO).  FTP the printed file to the AS/400.  Be sure to use
BINARY as an option before you FTP the file.  Issue the CRTPAGSEG
command and create your logo from the PF you created.

Then on your external printfile you can use the PAGSEG keyword to
specify the logo and its position.  I think that the PAGSEG is only
valid on its own record format (record level keyword).  Create your
print file on the AS/400 specifying DEVTYPE(*AFPDS).  Give it a shot.
