If this is a requirement I'd simply leave the original file in the program
and add logic to also output the browser version.

There are cases where this is enough, but one problem with processing the
spool file in this way is that you have no idea (without making the program
data sensitive) what type of line is being written and so can't really do
any formatting.  That's why I've been using approach 3 with the SPECIAL
file (which can be added instead of replacing the printer) - you can't do
much with formatting the data but by adding an extra parm to the list
passed to the SPECIAL program you can simply tell it what type of line is
being "printed" and it can make some accommodation.
