Is there a reason why you aren't doing this (I
apologize if I missed something in an earlier post.)

c LocationId chain SB510AF
c dow %found(sb510af)c
          delete(e) SB510AP
c if not %error
c eval FileName = 'SB510AP'
c exsr wrtmsg
c endif
c LocationId reade SB510AF
c enddo

It looks like you want to delete the current row in
SB510AP if there is a row found in SB510AF. This
should do that, and only execute wrtmsg when both a
row exists in SB510AF and a row was deleted from
SB510AP.
