Yes, the behavior of RRN and Key File are dependent on language.
In RPG IV (ILE) the RRN is updated for every record.  Prior to this,
RPG III and before, if the records were blocked the RRN would return
the number of the first record in the block.  It's compiler side,
not OS side.
