You need to think of the AS/400's architecture.

Think of a Job as the main program, and programs that are run as 
functions or procedures.  And in C you need to explicitly initialize
variables, the compiler/OS/program doesn't do it for you.

You are right, however, that this behavior is different than a program
running on a PC.  I can see definite advantages to it, but you do have
to be aware of them.  Not that I've utilized them to any extent yet.
