in the "old" TAATOOLS library, there was a "print banner" program which did 
what you want to do

CHGPRTF FILE(filename) FILESEP(1) will cause a separator page to print
between each spool file and each copy of the same spool file.  This
separator page isn't much of a 'banner' however.  We don't use them, so
I don't know if there is a way to change it to make it more bannerlike.
