     this all looks OK - infact I have just tried it & it works ok under
QPGMR
(which has only JOBCTL & SAVSYS). I am at V4R4.

Sounds as if the program is not set up right. I would check that there are
not
2 versions of the program & that the version you are calling does have
*OWNER and
that the Owner is QSECOFR.

IIRC, a normal compile will fail (with joblog) if there is an object of the
same
name but with a different owner.
