     snce there is no doubt that it is happening, my initial
suggestions of auditing/journalling will certainly help point
the finger to the person(s) and program(s) involved.

An alternative to changing the SIGNOFF command default to
LOG(*LIST) (which is perhaps a bit drastic) could be the following
Cl program (change the user to whoever):

PGM        PARM(&LOG &DROP &ENDCNN)

DCL        VAR(&LOG) TYPE(*CHAR) LEN(1)         /* Values L or D */
DCL        VAR(&DROP) TYPE(*CHAR) LEN(1)      /* Values D,Y or N */
DCL        VAR(&ENDCNN) TYPE(*CHAR) LEN(1)      /* Values Y or N */

DCL        VAR(&USER) TYPE(*CHAR) LEN(10)

RTVJOBA    USER(&USER)

IF         COND(&USER *EQ 'CULPRIT') THEN(DO)
IF         COND(&LOG *NE 'L') THEN(DO)
DSPJOBLOG  OUTPUT(*PRINT)
ENDDO

then, if the above program is SIGNOFFC,

CHGCMD CMD(SIGNOFF) VLDCKR(*LIBL/SIGNOFFC)
