Why yes there is a solution for printing.  Use one large character field and
concatenate the individual fields together using the %Trim Biff.

i.e. 
Eval    Addr3 = %TrimR(City) + ' ' + StateCode + %TrimL(ZipCode)

Print Addr3.

Also for Green Screens, define the zip code as 6 char.  If you only have 5
characters, leave a trailing blank. If the zip code is 6 characters, Canada,
display all 6.  If the zip code if longer, show the first 5 characters with
a "+" in position 6.  Also protect the field.  The user can press F4, or
what ever, to see the full zip code in a window and edit it.

Maybe not as nice as a scrollable field but it works great!

Fortunately for us RPG folk, there's always Visual Age for RPG or Visual
RPG...   Allows us to create a text box that is only 1 inch long but it can
"scroll" to allow many more than the nominal 10 characters.  Alas there's no
easy solution for printing.
