This may be simplifying the problem too much, but have you tried CRTLIB?

Subject:        Library QSSP on v4r4???

We're trying to compile a S36 rpg program on a v4r4 box.  The CRTS36RPG
command exists, but upon executing it an error comes up complaining about
missing library QSSP.

Message . . . . :   Cannot resolve to object QSSP. Type and Subtype X'0401'
  Authority X'0000'.

0401 means 'library', so I assume it's looking for library QSSP on my
machine, which doesn't exist.

Any thoughts?  Is QSSP an optional component?
